What we believe
Restored is not the same as fixed. An incident closed without a verified root cause will recur. Completed is not the same as verified. A change marked successful because nobody complained is a risk that has not surfaced yet. Configured is not the same as compliant. A device that matches its intended configuration can still violate the policy it is meant to enforce, and a standby that has never been tested is not redundancy. Evidence beats confidence. An agent that cannot show its work should not be trusted with a network, and one that guesses confidently is a new kind of outage.
So REAP is read-only by default, links every conclusion to the evidence, says when it is unsure, and acts only under the governance you set.
